(Senior) Trade Compliance Manager - Export Controls & Sanctions

This presents an exciting opportunity to become part of a prominent oilfield services company based in Houston, TX, in the role of Senior Trade Compliance Manager. The incumbent will play a pivotal role in the Trade Compliance team within Global Compliance, extending advanced support to one of four segments, including associated manufacturing and R&D, thereby bolstering their international presence across 80+ countries. Additionally, they will share responsibility for trade compliance systems administration.

The Trade Compliance team oversees a diverse array of programs encompassing classification data management, system holds, denied party screening, formulation, issuance, and dissemination of formal trade guidance and standards, development and auditing of trade procedures, oversight of all trade-related government inquiries, and mitigation of trade risks. The Senior Trade Compliance Manager, collaborating with Engineering and R&D, will evaluate our client's oilfield tools to assign appropriate import and export classifications, and assess matters pertaining to US deemed export and technology control concerns in the countries of operation.

In this capacity, the incumbent will serve as a primary liaison for the business, interfacing with our client's denied party screening module, trade classification database, FTA module, and TIB/logistics tracker.

Duties and Responsibilities:

  • Act as a subject matter expert on export/import trade matters, encompassing HTS and ECCN classifications, deemed export reviews, country of origin, anti-boycott monitoring, sanctions, and daily oversight of restricted party screening modules. Ensure ongoing compliance with governmental regulations, policy changes, and related matters.
  • Prepare export licenses as necessary, with a robust background in submitting licenses to the US Department of Commerce.
  • Draft, deliver, and/or participate in training sessions for our client's personnel on trade compliance topics.
  • Coordinate, communicate, and document compliance activities and initiatives.
  • Interpret trade regulations and offer guidance to the business as needed.
  • Proactively identify issues, propose solutions, and manage escalations effectively.
  • Strategically identify, plan, and recommend projects and innovative solutions pertaining to trade compliance.
  • Lead and/or manage specialised working groups across business units to promote consistency in trade compliance practices and address customs inquiries globally.
  • Aid facilities in implementing trade compliance standards and conduct audits to support the efforts of Product Lines, Manufacturing, and R&D facilities.
  • Manage special programs and daily import/export requirements, including classification, documentation, country of origin determinations, application of free trade agreements, duty drawback, and other duty-saving initiatives.
  • Participate in compliance audits related to imports, exports, forwarders, and customs brokers.
  • Perform other duties as assigned, including contributing to additional enterprise projects as deemed necessary by management.
Skills, Knowledge, and Qualifications:

Essential:

  • 5-10+ years of experience in trade compliance, encompassing export, import, and sanctions.
  • Proficiency in export and import classification, including ECCN and HTS classifications.
  • Familiarity with JD Edwards, SAP, OTM/GTM, or equivalent ERP systems.
  • Strong orientation towards products, processes, and systems.
  • Ability to cultivate and maintain strong business relationships.
  • Capability to interpret non-US trade regulations as required.
  • Exceptional English language communication skills (both oral and written).
  • Expertise in assisting with trade-related investigation reports and disclosures in English with minimal guidance.
  • Excellent organisational and presentation skills, with experience presenting to senior leadership.
  • Capacity to handle sensitive, confidential matters with sound discretion and judgement.
  • Demonstrated ability to work independently, assume significant responsibility, and act as a self-starter.
  • Effective interaction with a diverse group of individuals to address complex issues.
  • Occasional international and domestic travel required (approximately 10%).
  • Knowledge of rules of origin and document requirements related to FTA/FTZs.
  • Effective horizontal and vertical communication within the organisation.
  • To comply with U.S. export control regulations, applicants must be eligible to review U.S.-origin technology for any required authorisations from the U.S. Government.
Preferred:

  • Strongly preferred: Experience in logistics and supply chain.
  • Strongly preferred: Experience in the oilfield and/or oil and gas industry.
  • Significant knowledge of customs regulations; licensed as a customs broker is advantageous.
  • Certification as a Customs Specialist is a plus.
  • Undergraduate degree in business administration, engineering, supply chain, logistics, or related field, or equivalent work experience.
  • Experience with IT development and implementation of trade software.
  • Working knowledge of JD Edwards, Microsoft Office, and SharePoint.
